Important notice about visa applications
Starting from February, 10, 2021 Consulate General of the Russian Federation in Osaka temporarily suspends the acceptance of documents, registration and issuance to foreign citizens and stateless persons of all categories of visas (except for private visas in emergency cases and joint travel visas for family members of Russian citizens).

In accordance with subparagraph b) of paragraph 1 of the Resolution of the Government of the Russian Federation of November 7, 2024 No. 1510 " On conducting an experiment on testing the rules and conditions for entry into and exit from the Russian Federation of foreign citizens and stateless persons", in the period from June 30, 2025 to June 30, 2026, an experiment will be conducted at all checkpoints across the State Border of the Russian Federation in terms of testing the rules and conditions for entry into the Russian Federation and exit from the Russian Federation of foreign citizens and stateless persons, provided for by the Rules for organizing the experiment, with the exception of the collection of biometric personal data.
In particular, foreign citizens planning to enter the Russian Federation in a manner that does not require obtaining a visa must, prior to such entry, undergo the registration procedure in the Unified Identification and Authentication System and, no later than 72 hours before the planned entry into the Russian Federation, submit an application for entry into the Russian Federation in electronic form using the ruID mobile application (in emergency cases, no later than 4 hours).

Starting January 21, 2013, Russian consular missions in Japan will only accept Electronic Visa Application Forms, filled out in Russian or English, and printed directly from the following website of the Consular Department of the Russian Foreign Ministry: visa.kdmid.ru (Please follow the instructions for the procedure, available at the above website, provided in Russian as well as other languages, including Japanese.)
- To enter the Russian Federation a foreign citizen should obtain a Russian visa.
- Each visa is valid for one person only. Visa is valid for a fixed term (in accordance with an invitation or a tourist confirmation). It can allow a single, double or multiple entry to Russia.
- A visa application can be made in person or via travel agent.
- Business hours of the Consulate-General (except weekends and Russian national holidays):
- Monday and Tursday from 9:30 till 12:30 and from 14:00 till 16:00,
- Tuesday and Friday from 9:30 till 12:30,
- Wednesday -not reception day.

On the issuance of unified electronic visas
In accordance with the decision of the President of the Russian Federation, the issuance of single electronic visas valid throughout the territory of the Russian Federation to foreign citizens will begin on August 1, 2023.
Citizens of 52 foreign countries may obtain a single electronic visa (the list was approved by the Government of the Russian Federation Order No. 2571-r of October 6, 2020: Government Order No. 2571-r of October 6, 2020), including Japan.
By August 1, 2023, this list will additionally include Vietnam, Cambodia and Myanmar.
An electronic visa is issued on the basis of an application of a foreign citizen filled in electronically on the specialized website of the Ministry of Foreign Affairs of Russia at https://electronic-visa.kdmid.ru or via a mobile application available for download on the said website.
The application for a single electronic visa must be submitted no later than 4 calendar days before the expected date of entry into the Russian Federation. The application must be accompanied by a digital photograph of the person and a scan of the data page of the foreign citizen's machine-readable passport. No other documents are required to obtain a single electronic visa.
In accordance with current Russian legislation, the unified electronic visa is chargeable. Payment is made on the specialized website of the Ministry of Foreign Affairs of Russia https://electronic-visa.kdmid.ru by bank card. The total amount including consular fee, bank commission, transaction costs of the payment system, as well as the fee for preliminary verification of documents is (taking into account currency exchange rate fluctuations) about 52 USD. When issuing a single electronic visa for children under 6 years of age, only the transaction costs of the payment system (about 2 USD) are payable.
The single electronic visa entitles the holder to enter the Russian Federation and stay in the country once.

The validity of a single electronic visa is 60 days
from the day of its issuance with the authorized period of stay of a foreign citizen in the Russian Federation not exceeding 16 days from the day of entry into the territory of the Russian Federation.
Single electronic visas are valid for entry into the Russian Federation and exit from the Russian Federation by air, road, rail and water transport, as well as without the use of vehicles only through checkpoints across the state border of the Russian Federation, the list of which is approved by the order of the Government of the Russian Federation of October 23, 2020 № 2741-r. Transportation companies may check whether a foreign citizen has a valid single electronic visa on a special automated website of the Ministry of Foreign Affairs of Russia at https://evisacheck.kdmid.ru. Information on the verification procedure is also available there in Russian and English.
